It's a matter of taste or the compromises you are willing to accept.
What do you want out of it? What kind of waves are you riding?
Fins give more control at the cost of less speed and the same, more or less, goes for rocker.
There is a tremendous difference in the speed and glide like feel of the thin, finless, wood/ply/composite paipos and alaias in comparison to modern "soft/boogie" types and they both in turn have a totally different feel compared to a glassed Austin style bellyboard.
That's why you need at least one of each!
