You find grain like that at the crown and the butt (the areas trees strain the most) and around burls or other anomalies but I believe these are rare in paulownia.
I'd be leery of building something that gets any amount of stress from a board with that much figure.
I like Mike's idea.

Bit late now. I glued a piece of wood over the entire board (in effect a laminate) and planed away for hours. Cutting a foot off would have been a simpler solution. I wasn't sure if the problem was the glue used - this was pre-glued blank, so I was wary of doing much with the board as it was.
