Ok this didnt post the 1st time so here goes the second try...My 1st board is done(I think) It is painted with 3 coats and has 3 coats of spar urethane from spray cans. On the Helmsmans urethane can its says to sand ONLY if you apply coats after 1.5 hrs. I did all 3 in about 4 hrs. It is dry now but the finish is rough. On the deck its fine to be rough but the bottom Im not sure. Do I need to sand it down with a fine grit sand paper? If I do what grit and will it dull the gloss finish?

I wouldn't worry about it. If the finish is dry, go surfing. I used the spray can varnish last summer for a board I made while on vacation on O'ahu. The finish wasn't glass smooth, but the board worked just fine. If you sand yours, try super fine wet paper; but you still might loose some gloss. You can always apply coats of brush on varnish later; easier to get a smooth finish with that.
